Accessibility
We want this site to work for everyone, including people using screen readers, keyboards, magnification, or captions. Here is where we stand, honestly.

Our commitment
The Hmong Inc. is committed to making this website accessible to people with disabilities. Our community includes elders, people who read Hmong more comfortably than English, and people who rely on assistive technology, and a website that shuts any of them out is not doing its job.
Measures we take
- Accessibility is considered as part of building and reviewing every page, rather than checked at the end.
- Every photograph added through our content system requires a written description, or must be explicitly marked as decorative — the system refuses to save it otherwise.
- Text and background colours across the site were chosen against the WCAG contrast thresholds rather than by eye.
- The site is built to work with the keyboard alone, and to respect a visitor’s “reduce motion” setting.
Conformance status
The Web Content Accessibility Guidelines (WCAG) define requirements for designers and developers to improve accessibility for people with disabilities. They define three levels of conformance: Level A, Level AA, and Level AAA.
thehmonginc.com is partially conformant with WCAG 2.1 level AA. Partially conformant means that some parts of the content do not fully conform to the accessibility standard.
Feedback
We welcome your feedback on the accessibility of this site. If you hit a barrier — a page you cannot read, a control you cannot reach, a document you cannot open — please tell us:
- Email: TheHmongInc@yahoo.com
- Telephone: (559) 552-2001
- In person or by post: The Hmong Inc., Fresno, California
We aim to respond within five business days. If you tell us which page and what happened, we can usually fix it faster. If you need information from this site in another format — large print, read aloud over the telephone, or explained in Hmong — ask, and we will provide it.
Compatibility with browsers and assistive technology
The site is built to work with recent versions of Chrome, Safari, Firefox and Edge on both desktop and mobile, together with the screen readers and magnification built into those platforms. It is not tested against browsers that are several years out of date, and some parts may not work well there.
Technical specifications
Accessibility of this site relies on HTML, CSS, JavaScript and WAI-ARIA. It is built to remain readable and navigable if JavaScript fails to load, though some conveniences — the mobile menu and the photograph viewer among them — need it.
Known limitations
We know about the following, and we are working on them:
- Photographs added by staff. Descriptions are written by our own team as photographs are uploaded. A description may occasionally be thin or missing context. Tell us which photograph and we will rewrite it.
- Downloadable programme documents. The day-by-day agendas are provided as PDFs and may not be fully tagged for screen readers. The same information is on the New Year page as ordinary web text, and we will read a programme to you over the telephone on request.
- Pages still being written. Several pages carry an “under construction” notice. Content on those pages is incomplete by design and will change.
- No formal external audit yet. Our assessment is our own. We have not yet had the site evaluated by an independent accessibility auditor.
Assessment approach
The Hmong Inc. assessed the accessibility of this site by self-evaluation, carried out by the team that built it, using automated checks and manual keyboard and screen-reader testing. We have not commissioned an external evaluation.
Formal complaints
If you contact us about an accessibility barrier and are not satisfied with our response, write to the office and ask that your complaint be put to the board of directors. We will acknowledge it and tell you what we intend to do about it.
